What is Speech, Language and Communication?
The Royal College of Speech and Language Therapists defines the terms speech, language and communication as follows:
Speech refers to:
> Saying sounds accurately and in the right places in words
> Speaking fluently, without hesitation, prolonging or repeating words or sounds
> Speaking with expression in a clear voice, using pitch, volume and intonation to add meaning
Language refers to:
> Understanding and making sense of what people say
> Using words to build up sentences which are used in longer stretches or spoken language and to build conversations
> Putting information in the right order to make sense
Communication refers to:
> Being able to communicate to people and take turns as well as change language/communication to suit the situation; in effect, how we interact with others
> Non-verbal communication, for example eye contact, gestures and facial expressions
> Being able to consider another person’s perspective, intentions and the wider context

My Age | Remember, not all children develop at the same rate but during this time I will: | My parents might want to speak to a Health Visitor or GP
if: |
Birth – 3 months |
|
I have consistent difficulty swallowing
I am not startled by loud noises. I do not ever engage in eye contact when spoken to. I do not ever smile back when someone is communicating and smiling at me. I do not show interest in my parents face when talking to them. |
3-6
months |
e.g. ‘mamamabababa’
|
As above +
I do not respond to any noises. |
6 – 9
months |
e.g. ba-da-ga-da
|
As above +
I have not made any babbling or other sounds by 6 months |
9-12
months |
|
As above + I don’t point by 12 months, I don’t try to get your attention (this might be by making noises, eye contact, facial expressions, reaching, throwing toys from my buggy or highchair) |
12 – 18 months |
|
As above +, I don’t show enjoyment of being with a familiar adult, I don’t look towards familiar people / objects when their names / words are spoken, I don’t bring objects to an adult to show or to share, I do not follow simple instructions, No babbling by 12-15 months, I don’t look for / go to a familiar adult for comfort when I am scared, upset or hurt, I don’t try to show you things by pointing at them and looking back at you?, I don’t use gestures like nodding or shaking my head, waving, putting my hands out in a ‘where’s it gone?’gesture |
18 months – 2 years |
e.g. “make teddy jump” or “Give the ball to teddy”
|
As above +, I don’t play with objects by pretending? – e.g. give teddy a drink; using a box as a doll’s bed; pretend talk on the phone |

I don’t regularly use words to express myself I don’t follow simple, everyday instructions I can’t settle and play with activity that I choose myself even for a very short time |
2 ½ -3
years |
– offering information and answering questions at a simple level about something that has happened
|
I don’t show any response when somebody talks to me
I don’t show any interest in communicating I am not using sentences with 2 words I seem to have stopped making progress with my talking I use gesture to get what I want rather than using the words My parents can’t understand what I say I rely on being shown what to do rather than on understanding the words people say. |
3-4 years |
|
As above +
I don’t use sentences with 3 words or more I don’t understand simple commands Close relatives can’t understand me most of the time I struggle to turn ideas into sentences My words are often jumbled, and my ideas are difficult to follow |
4-5 years |
|
As above +, I have poor understanding of spoken language. Strangers cannot understand much of my speech. I have difficulty with abstract ideas such as size or time. I cannot identify the words to be able to say what I want. I struggle to organise my words into an order when I talk, e.g. I might miss connecting and describing words – I might say ‘playing ball’ instead of ‘Jake is playing with the ball’. |
Early Years Universal contact opportunities
We aim to offer every child the following universal contacts where speech, language and communication development will form a part of their face contact and discussion. This might vary from drawing attention to how the baby is communicating in the early days to a more overt assessment of communication as the child grows and develops:
> Antenatal contact with their midwife at 28 weeks gestation
> Antenatal Health Visitor contact between 29-36 weeks gestation
> Birth Conversation with midwife (day one visit)
> New birth visit contact with Health Visitor
> 6-8 week Health Visitor review
> 1 year Health Visiting review
> 2-3 year Early Years Progress review
> 2-2.5 year Health Visiting review
> Entry to education setting
> School entry
> End of Early Years Foundation Stage
Other key universal contact points include:
> Transfer between nursery rooms/early year settings
> Health Visitor transfer in and out of area contacts
These contacts are an opportunity for professionals to:
> Share information with families about typical development – what their child should be doing at different ages and stages
> Share information with families about how to communicate effectively with their child at an appropriate level
> Provide information regarding the provision available in the local area to support the development of speech, language and communication
> Discuss any concerns the families might have about the child’s development
> Triage any concerns and refer onwards to our targeted support where necessary
